The Diamond Casino & Resort opened in GTA Online on July 23, 2019. It still sits on the Vinewood strip in Los Santos.

You do not need a penthouse to gamble. Buy Standard Membership at the cashier for GTA$500. That unlocks the floor and drops 5,000 starter chips.

VIP comes with a Master Penthouse. That is the only way onto purple high-limit tables. Standard is enough if you are grinding chips.
